The United States Inspector General has just come out with a stinging critique of the US sludge management programs. Quoting from the recently released report:
"Results in Brief
EPA does not have an effective program for ensuring compliance with the land application requirements of Part 503. Accordingly, wihile EPA promotes land application, EPA cannot assure the public that current land application practices are protective of human health and the environment."
The whole report is available at: http://www.epa.gov/oigearth/audit/list300/00P0010.pdf . It seems that the sludge rules appear to regulate but fail to contain environmentally dangerous practices. The same appears to be true of the Ontario biosolids framework.
