Sutherland expands enviro practice with two new partners

Sutherland Asbill & Brennan LLP has announced that Jay Holloway and Liz Williamson have joined the firm’s Energy and Environmental Practice Group as partners in Washington, DC, expanding the firm’s services related to environmental regulations. Both were previously partners at Winston & Strawn LLP.

Holloway counsels clients across the US on compliance with current and future environmental regulations, permitting and enforcement matters. He advises utilities, electric cooperatives and industrial clients on the Clean Air Act, federal environmental laws and regulations, and state air pollution laws.

Holloway serves as national environmental counsel to a number of generation and transmission electric cooperatives. He performs compliance audits, assists clients with compliance planning and implementation, and provides regulatory tracking and advocacy. Holloway has significant experience serving as lead counsel in Clean Air Act enforcement matters, citizen suit litigation and rulemaking appeals. He has successfully negotiated numerous settlements of federal and state new source review (NSR), acid rain and other enforcement actions.

Williamson counsels energy clients on environmental regulations under state and federal law, with an emphasis on Clean Air Act issues. She advises on compliance, enforcement and strategy related to NSR enforcement actions, such as responding to Clean Air Act section 114 requests, litigation and settlement of NSR allegations, and advice concerning ongoing utility NSR compliance. She conducts Clean Air Act audits for utility clients, including electric cooperatives. Williamson also provides day-to-day advice and analysis to clients concerning reporting documentation for consent decrees and provides advice on new air regulations. Williamson represents clients in both contentious and transactional matters.
