Mexican paint plant dumping allegations made public

Assertions that a Mexican company has been illegally dumping hazardous waste in connection with the operation and decommissioning of a paint pigment production plant will now be part of the public record.

The Council of the Commission for Environmental Cooperation (CEC) made its decision on May 15, 2014 to publish the factual record of the plant formerly operated by BASF Mexicana in the community of El Hospital in Morelos, Mexico.

One of the record’s allegations is that chemical company BASF dumped unwanted facility materials on 42 lots, including one occupied by a rural primary school.

As the CEC has no authority to penalize, the factual record allows the public access to information about questionable projects for which the CEC has received complaints and investigated.

The record suggests that members of the El Hospital community were exposed to lead in pigment-containing material, and that the BASF facility was not dismantled in an environmentally-sound way.

The factual record also brings to light details about evidence-gathering and contaminated site restoration.
